Upcoming Book: A Public Servant’s Voice
Public Governance International is proud to announce the third book by its president, Jocelyne Bourgon: A Public Servant’s Voice, via University of Toronto Press.

Can ideas from the past help to invent a better future? Growing out of PGI’s Archive Project, A Public Servant’s Voice is a memoir of sorts, but not in the traditional sense. It is a collection of pages of history in the life of the public service of Canada, history as personal experience exemplified by personal stories. It highlights some of the changes that have taken place and provides a perspective that may be relevant to future public sector leaders searching for avenues to prepare the public service for what lies ahead in the second quarter of the 21st century. The book is supported by the Hon. Jocelyne Bourgon’s personal records, newly collected and transferred to Library and Archives Canada for safe keeping.

A Public Servant’s Voice is expected to release on February 24th, 2026. For more information, including how to order the book, see its page on the University of Toronto Press website.


Three New Publications
Public Governance International has released three new publications. Two recent speeches by Public Governance International President Jocelyne Bourgon, building on ideas from the Manion Lecture and beyond, have been added to her page. One, for the Canada School of Public Service, is in English; the other, for l’Institut d’administration publique du Québec, is in French. As well, a new paper taking a look at how well Canada’s public service is doing has been added to the Sharing the Learning publication list.

Reflecting on the National Public Service Week of Canada, PGI has dug deep into our archives to share the first-ever digital Annual Report to the Prime Minister on the Public Service of Canada. The Sixth Annual Report was Madame Bourgon’s final report to the Prime Minister of Canada as she was preparing to move on from her role as the first female Clerk of the Privy Council. Her final report is reflective of her esteemed tenure as Clerk, one that continuously pushed boundaries and guided the Public Service of Canada through an unprecedented period of change to prepare for the challenges of the 21st century.
